Harbin, nicknamed the 'Icy City', is best known for its long and cold winter. With a mean annual temperature of only 3.6 °C (38.5 °F), it enjoys a chilly winter and a cool summer. In January, the average temperature ranges between -15 °C (5 °F) and -30 °C (-22 °F). In July, the average temperature is 19 - 20 °C (66 - 68 °F), which makes the city a summer mecca.

The annual precipitation is 360 - 746 millimeters (14.2 - 29.4 inches). Rain mainly comes in summer and snow is active in winter. It is better to tour the city in December and January, for an icy world is presented during this period. It is also a good idea to visit the city in the July, August, and September to escape from the baking heat.
